considered as the property of the decedent for proper ad-
ministration proceedings. The applicant and the local
unit shall execute and deliver all necessary instruments to
give effect to this section.

7-B. If at any time during the continuation of assis-
tance a pensioner shall become possessed of any property
or income in excess of the amount stated in the application
therefor, it shall be the duty of such pensioner immedi-
ately to notify the county welfare board or the Department
of Welfare in Baltimore City, as the case may be, of the re-
ceipt or possession of such property or income, and there-
upon the local board may, after a fair hearing, either cancel
the assistance or alter the amount thereof. Any excess as-
sistance previously paid shall be recovered as a debt, and
recourse may also be had to any property of the applicant
assigned as collateral security under an agreement to reim-
burse the State and local unit for assistance given to him.

SEC. 4. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed upon a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 150.

AN ACT to authorize and direct the Board of County
Commissioners of Washington County to borrow upon
the faith and credit of said county to the amount of
$135, 000 and to issue and sell coupon bonds therefor,
the proceeds thereof to be used for purchasing, acquiring,
or condemning sites and for the constructing, building,
equipping and furnishing of a school building on said
site in the Town of Sharpsburg, and in the town of
Maugansville, and for erecting an addition to the Sandy
Hook School and an addition to the Mt. Lena School and
equipping and furnishing same, and to provide for the
payment of interest on said bonds and of the principal
thereof by the levy of taxes, and to repeal Chapter 9 of
the Acts of 1933.
