SEC. 2. And be it further enacted, That Sections 21 to
27 inclusive, of Article 88A of the Annotated Code of Mary-
land, (1935 Supplement), be and the same are hereby
repealed.
SEC. 3. And be it further enacted, That fourteen new
sections be and the same are hereby added to Article 88A
of the Annotated Code of Maryland, (1935 Supplement)
to follow immediately after Section 20A and the sub-title
as amended, to be known as Sections 21, 22, 23, 24, 25, 26,
27, 28, 29, 30, 31, 32, 33 and 34, and to read as follows:
21. Definitions. As used in this sub-title: "State
Department" means the "Board of State Aid and Chari-
ties. "
The term "Local Units" means the "County Welfare
Boards" created under Sections 8D and 8E of this Article,
and the Department of Welfare of Baltimore City.
"Dependent Child" means a needy child under the age
of sixteen years who has been deprived of parental sup-
port or care by reason of the death, continued absence
from the home, or physical or mental incapacity of a parent,
and whose relatives liable under the law for his support
are not able to provide adequate care and support of such
child, without public assistance, and who is living with his
father, mother, grandfather, grandmother, brother, sister,
stepfather, stepmother, stepbrother, or step-sister, uncle,
or aunt, in a place of residence maintained by one or more
of such relatives as his or their own home.
"Assistance" means money payments with respect to a
dependent child or children.
22. Local Units shall
(a) Administer the provisions of this Act in the re-
spective counties and in Baltimore City.
(b) Report to the State Department at such time and
in such manner and form as the State Department may
from time to time direct.
(c) Submit annually to the State Department and to
the County Commissioners or to the Board of Estimates
and the Mayor and City Council of Baltimore, as the case
may be, a budget containing an estimate and supporting
data setting forth the amount of money needed in carrying
out the provisions of this Act.
