time, in whole or part, until all of said promissory notes
and interest to accrue thereon shall have been fully paid,
but no note or notes or renewal note or notes shall be drawn
so as to fall due after the first of October, 1941, and no note
or notes or renewal note or notes shall be given by said
municipal corporation after the first day of October, 1941.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and being passed upon a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 130.
AN ACT to repeal and re-enact with amendments Sections
426 and 434 of Article 16 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Montgomery
County, " sub-title "Garrett Park, " Section 434 having
been amended by Chapter 106 of the Acts of 1931, con-
ferring additional powers upon the town of Garrett Park.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 426 and 434 of Article 16 of the
Code of Public Local Laws o^ Maryland (1930 Edition),
title "Montgomery County, " sub-title "Garrett Park, " Sec-
tion 434 having been amended by Chapter 106 of the Acts
of 1931, be and they are hereby repealed and re-enacted
with amendments to read as follows:
426. The council is hereby authorized to prepare a plat
of said town upon which shall be shown all streets, roads
and public ways, whether heretofore laid out or projected,
and by which all lots and property therein shall thereafter
be described; to control the sub-divisions of all land and
property within the corporate limits of said town; to estab-
lish building regulations and building lines not incon-
sistent with the County building regulations and the zoning
regulations of the Maryland-Washington Metropolitan Dis-
trict, as prescribed by the proper authority, and to compel
