SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 91.
AN ACT to authorize and empower the Mayor and Council
of Hagerstown, a municipal corporation, to issue and
sell serial coupon bonds of said municipal corporation
in an amount not exceeding $345, 000. 00 par value, and
to expend the proceeds therefrom for the purpose of re-
deeming and paying off the bonds heretofore issued by
Washington County Water Company, a corporation, the
payment thereof having been assumed by said municipal
corporation pursuant to Chapter 58 of the Acts of the
General Assembly of Maryland of 1918, and an ordinance
enacted and ordained by the Mayor and Council of
Hagerstown, on the first day of May, 1918; and to pro-
vide for the levy and collection of all taxes necessary for
the payment of the interest on said bonds and to redeem
and pay off said bonds as they mature.
WHEREAS, The Mayor and Council of Hagerstown under
authority vested in it by Chapter 58 of the Acts of the Gen-
eral Assembly of Maryland of 1918, and an Ordinance en-
acted and ordained by The Mayor and Council of Hagers-
town, on the first day of May, 1918, under the provisions
of which the said municipal corporation, assumed the pay-
ment of the outstanding bonded indebtedness upon the
property, plant and franchises of the said Washington
County Water Company, to the amount of $345, 000. 00;
and
WHEREAS, the amount of $345, 000. 00 par value of the
aforesaid bonded indebtedness of said Washington County
Water Company still remains unpaid; and
WHEREAS, the bonds issued and sold by the said Wash-
ington County Water Company and assumed by the said
