to extend and continue in full force and vigor until June 1,
1937, each and all of the provisions of Sections 9 to 24 in-
clusive of Article 31 of the Annotated Code of Maryland
(1935 Supplement), so as to empower all municipalities of
this State, as defined in said Section 9, to meet the current
emergency by continuing the financing and construction
of public works in the manner and subject to the limita-
tions prescribed by said Sections of said Article above re-
ferred to, up to and including June 1, 1937.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public safety, and being
passed upon a yea and nay vote, supported by three-fifths
of all members elected to each of the two houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 85.
AN ACT to repeal and re-enact with amendments Section
184B of Article 56 of the Annotated Code of Maryland
(1935 Supplement), title "Licenses, " sub-title "Motor
Vehicles, " sub-heading "Fees for Registration of Motor
Vehicles, " authorizing and directing the Commissioner
of Motor Vehicles to refuse any marker, certificate of
registration or title for any motor vehicle owned in the
town of Federalsburg, unless taxes in arrears thereon
have been paid.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 184B of Article 56 of the Anno-
tated Code of Maryland (1935 Supplement), title "Li-
censes, " sub-title "Motor Vehicles, " sub-heading "Fees for
Registration of Motor Vehicles, " be and it is hereby re-
pealed and re-enacted with amendments to read as fol-
lows:
184B. In addition to the provisions contained in Section
183, with reference to the requirement of the payment of
State and County taxes on motor vehicles, the Commis-
sioner of Motor Vehicles is hereby authorized and directed
