ment of the Executive Mansion, to be expended for said
purposes under the direction of the Board of Public Works.
SEC, 3. And be it further enacted, That the above appro-
priation is hereby declared to be an emergency appropria-
tion, within the provisions of Paragraph 4, of Sub-section
D of Section 52 of Article III, of the Constitution of the
State.
SEC. 4. And be it further enacted. That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed upon a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 83.
AN ACT to authorize the creation of a State debt in the
aggregate amount of One Million Five Hundred Thousand
Dollars ($1, 500, 000), the proceeds thereof to be used in
the construction, reconstruction, replacement and re-
pair of roads and bridges, their approaches and appur-
tenances, and the rehabilitation of public property dam-
aged by floods, any balance unexpended for said pur-
poses to be paid into the Annuity Bond Account in the
General Treasury and providing generally for the issue
and sale of certificates of indebtedness evidencing such
loan.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Board of Public Works is hereby au-
thorized and directed to issue a State Loan to be known as
the "Emergency Reconstruction Bond Issue of 1936, " in
the aggregate sum of One Million Five Hundred Thousand
Dollars ($1, 500, 000) and to be dated the 1st. day of June,
1936. Said loan shall bear interest at a rate to be
fixed by the Governor, the Comptroller of the Treas-
ury and the Treasurer of the State, constituting the
Board of Public Works, or a majority of them, not to
