votes cast for each, and shall, within the same period, post
at least one copy of such certificate at the regular meeting
place of said Commission. Such certificate shall be signed
by each member of said Board of Election Supervisors.
Provided, however, that failure on the part of said Board
to make such certificate or to post copies thereof, or failure
to do both of these acts, shall not invalidate such election.
If said Board shall so f ail to make such certificate, and post
copies thereof, then it shall be the duty of the District
Heights Commission to make such certificate and post such
copies thereof.

(R) That after said Board shall have counted the bal-
lots and votes, and ascertained the result of the election,
said Board shall file with the District Heights Commission
all records and books in connection with such election.

(S) That each of the Commissioners so elected shall,
on or before the third Monday in May of the year when he
shall have been elected, qualify as such Commissioner by
taking an oath of office as prescribed by Paragraph J of
Section 3 of this Act.

(T) That in case any person so elected to the office of
Commissioner shall fail so to qualify, or in case of any
vacancy in the office of Commissioner by death, resignation
or otherwise, the remaining Commissioners shall fill such
vacancy by appointment. Any person so appointed shall
possess the qualifications stated in this Act, shall be a resi-
dent of the Town of District Heights, and shall qualify by
taking the oath of office within three (3) days after his
said appointment.

(U) That in making appointment to fill any such va-
cancy in the office of Commissioner the remaining qualified
Commissioners shall make such appointment by entering
in the minute books of said Commission the fact of their
making such appointment, and the same day notifying the
person so appointed of his said appointment. And the re-
maining qualified Commissioners in making such appoint-
ment shall appoint as Commissioner such person who was a
candidate at the last election, and who received the fourth
greatest number of votes. If the person so appointed fails
to qualify, then the remaining qualified Commissioners
shall appoint as such Commissioner such person who was a
candidate at the last election, and who received the fifth
greatest number of votes. And if there be no available
candidates at the last election, then said remaining qualified
Commissioners may appoint any person, provided the per-
