thereto resides outside of the county or is unknown or can-
not be found in said county, in any case he may pay the
said surplus into the court ratifying the sale, with a de-
tailed statement showing such surplus, and the said court
may dispose of the same.
SEC. 2. And be it further enacted, That this Act shall
be declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
being passed by a yea and nay vote supported by three-
fifths of all the members elected to the two Houses of the
General Assembly the same shall take effect from the date
of its passage.

CHAPTER 43.
AN ACT to repeal and re-enact, with amendments, Section
127 of Article 33 of the Annotated Code of Maryland
(1935 Supplement), title "Elections, " sub-title "Com-
pensation, " to eliminate the provision exempting Wor-
cester County.

CHAPTER 44.
AN ACT to authorize the Mayor and Council of Crisfield
to borrow on the faith and credit of the City of Cris-
field Thirty-six Thousand Five Hundred Dollars ($36, -
500. 00) and to issue coupon bonds therefor and to sell
the same, the proceeds arising from the sale thereof to
be applied to the payment and liquidation of certain out-
standing bonds, due and owing by the said Mayor and
Council of Crisfield, and to provide for the levying of a
tax annually upon the assessable property of said city to
pay interest thereon and for the redemption and pay-
ment of said bonds as the same shall fall due, and to re-
peal Chapter 39, of the Acts of 1935.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and Council of Crisfield be and
