sealed bids at the time and place named in said adver-
tisement for the bonds described therein, under such reg-
ulation as they may by their order prescribe. Upon the
day mentioned, the Town Commissioners shall open such
bids in public, and the bonds shall be awarded to the high-
est responsible bidder or bidders therefor for cash. In the
event in the judgment of the said Town Commissioners an
insufficient price is bid, then the Town Commissioners may
dispose of said bonds at private sale for the best terms
that can be obtained for the same.

SEC. 4. And be it further enacted, That for the purpose
of redeeming said bonds, and for the purpose of securing
the prompt payment of the interest thereon, the Town
Commissioners of La Plata shall annually levy upon all
assessable property in the town of La Plata, a tax suffi-
cient to pay said bonds after the date of maturity, pro-
vided, nevertheless, that said tax to be so levied shall not
exceed the maximum tax now provided by law of One
($1. 00) Dollar on the Hundred ($100. 00) Dollars of as-
sessable property in said town.

SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 36.

AN ACT to add a new section to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Washington County, " sub-title "Hagerstown, " to be
under sub-heading, "Washington County Historical So-
ciety, " said new section to be known as Section 412A
and to follow immediately after Section 412 of said Arti-
cle, authorizing the Mayor and Council of Hagerstown
to enter into a contract with the Washington County
Historical Society to contribute a sum of money not ex-
ceeding Ten Thousand Dollars ($10, 000. 00) to Wash-
