By Mr. Luber:

ANNAPLOIS, MD., December 27, 1946.

Gentlemen of the Senate:

The House of Delegates, pursuant to the Governor's proclama-
tion, has met in Special Session and having organized by the elec-
tion of Honorable John S. White, Speaker, and John A. Menton,
Chief Clerk, is now ready to proceed with the business of the session.

We respectfully propose, with your concurrence, the appointment
of a joint committee of five members, three to be appointed upon
the part of the House and two upon the part of the Senate, to wait
upon the Governor and inform him that the General Assembly is
now organized and prepared to receive any communications he may
desire to make.

We have appointed upon the part of the House Messrs. Luber,
Tolle and Dick.

By Mr. Luber:

ORDERED, That the rules adopted by the House of Delegates of
Maryland at the regular session of 1945 be hereby adopted as the
rules governing the House of Delegates during the present Special
Session of 1946 until otherwise ordered.


Which was read and adopted.

By Mr. Luber:

ORDERED, That the House of Delegates Committees appointed by
the Speaker of the House of Delegates during the regular session
of 1945 be and'they are hereby continued to serve during the
Special Session of 1946; and be it further Ordered, That the Speaker
is hereby authorized and empowered to fill any vacancy or vacancies
that may exist in said committees by reason of death, resignation or
any other manner.
