MESSAGE FOR THE EXECUTIVE DEPARTMENT.
The Secretary of State appeared and delivered the following
message from the Executive:

EXECUTIVE DEPARTMENT
PROCLAMATION OF THE GOVERNOR OF MARYLAND CON-
VENING THE GENERAL ASSEMBLY OF MARYLAND IN
EXTRAORDINARY SESSION, AT ANNAPOLIS, MARY-
LAND, FRIDAY, DECEMBER 27, 1946, AT 11 A. M.
WHEREAS, the increased cost of goods and services has added to
the expense of the government of the State far beyond that antici-
pated and provided in the current budget; and
WHEREAS, under the Constitution and laws of the State the funds
to meet such added necessary expenses may not be made available
until the budget for the next biennium has been adopted; and
WHEREAS, it is possible that the adoption of the budget for the
next biennium might not come about until a time when certain
departments and agencies of the State will have exhausted avail-
able funds for goods and services; and
WHEREAS, a special or extraordinary session of the Legislature
may provide the funds necessary to carry out the duties and func-
tions of the State departments and agencies until the beginning of
the next fiscal year; and
WHEREAS, for all of these reasons an occasion exists which justi-
fies and requires a special or extraordinary session of the General
Assembly of Maryland, and so makes it the duty of the Governor
of Maryland to convene forthwith the General Assembly of the
State in special or extraordinary session.
Now, therefore, I, HERBERT R. O'CONOR, Governor of Maryland, by
virtue of the authority conferred and duly imposed upon me by the
Constitution of Maryland, do hereby call a special or extraordinary
session of the General Assembly of Maryland to consider and act
upon the matters aforesaid; such special or extraordinary session
to begin at 11 A. M. on Friday, the 27th day of December, in the
year of Our Lord One Thousand Nine Hundred and Forty-Six, at
the State Capitol, in the City of Annapolis, State of Maryland.
