WHEREAS, to meet the needs as pointed out by the said officials,
authority is required from the General Assembly, to permit the
levying of additional taxation by the City of Baltimore; and
WHEREAS, for the aforegoing reasons, an emergency exists which
requires a special or extraordinary session of the General Assembly
of Maryland, and justifies and makes it the duty of the Governor
of Maryland to convene forthwith the General Assembly in special
or extraordinary session;
Now, therefore, I, HERBERT R. O'CONOR, Governor of Maryland,
by virtue of the authority conferred and duly imposed upon me by
the Constitution of Maryland, do hereby call a special or extra-
ordinary session of the General Assembly of Maryland to consider
and act upon the measures aforesaid; said special or extraordinary
session to begin at 11 A. M., Monday, November fifth, in the year
of Our Lord, One Thousand Nine Hundred and Forty-five, at the
State Capitol, in the City of Annapolis, State of Maryland.
GIVEN under my hand and the Great Seal of the State .of Mary-
land, at the City of Annapolis, this 29th day of October in the year
of Our Lord, One Thousand Nine Hundred and Forty-five.

Dear Mr. President:
I take particular pleasure in addressing your Honorable Body
through the medium of this communication in order to comment
upon the reason for the call of the Special Session and, also, to
report upon the condition of the State.
Repeated requests for the call of the Special Session were made
by the Mayor of Baltimore City, later supported by the Board of
Estimates of the municipality. In their request they described the
fiscal condition of the City as grave and have asserted that it is
