to use any proceeds not expended for wages and salaries as
aforesaid for the general purposes of the city in order to pro-
vide for deficiencies in revenues caused by conditions created
by the war. The additional twenty per cent, in salaries and
wages as herein provided for shall be considered as a bonus
payment to general city employees to provide for rise in costs
of living for services to be rendered to the city, and the
authority and direction to levy the tax or any part thereof
as herein provided for and the payment of said bonus shall
cease on June 1, 1947.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and
having been passed by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 6.
(Senate Bill 6)
AN ACT to authorize and empower the Mayor and Council of
Sharpsburg, a municipal corporation of the State of Mary-
land, to.borrow upon the faith and credit of Sharpsburg a
sum of money not exceeding One Hundred Thousand Dollars
($100,000.00) and to issue and sell bonds therefor and to
use the proceeds thereof for the construction of a water and
sewerage system for said town and for the acquisition of
property necessary therefor, either by gift, purchase or
condemnation; to levy taxes upon the assessable property
in said town and collect taxes thereon to pay the principal
and interest on said bonds; to provide, by ordinance, for
water and sewer rents or charges for the use of the water
and sewerage systems of said town; and to provide that such
water and sewerage rents or charges shall be liens on the
property served; and providing for a referendum thereon.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Sharpsburg, a municipal
corporation of the State of Maryland, be and it is hereby au-
thorized and empowered to borrow on the faith and credit of
the Town of Sharpsburg, a sum of money not exceeding One
