time amended, revised, supplemented or changed. No such
boundary, regulation or restriction shall become effective until
after a public hearing in relation thereto, at which parties
in interest and citizens shall have an opportunity to be
heard. At least fifteen (15) days' notice of the time and place
of such hearing shall be published in an official paper, or a
paper of general circulation, in the political subdivision or sub-
divisions in which the airport is or is to be located and, in
case of the change of any boundary or boundaries of any zoning
district, a similar notice shall be posted at such place or places
as the respective zoning authorities shall designate within the
district proposed to be changed.

(2) Changes. All such boundaries, regulations and restric-
tions may, from time to time, be amended, supplemented,
changed, modified or repealed. In case, however, of a protest
against such change, signed by the owners of twenty percent
(20%) or more of the area of the lots included in such pro-
posed change, such amendment shall not become effective except
by the favorable vote of two-thirds of all the members of the
legislative body of the political subdivision or the joint board
provided for in Section 60 (3) of this sub-title, as the case may
be. The provisions of sub-paragraph (1) of this Section 62
relative to public hearings and official notice shall apply
equally to all changes or amendments.

(3) Zoning Commission. In order to avail itself of the
powers conferred by this sub-title, the legislative body of the
political sub-division or the said joint board shall appoint a
commission, to be known as the Airport Zoning Commission,
to recommend the boundaries of the various original districts
and appropriate regulations to be enforced therein. Such
Commission shall make a preliminary report and hold public
hearings in connection therewith before submitting its final
report, and such legislative body or joint board shall not hold
its public hearings or take action until it has received the
final report of such Commission. Where a Board of Zoning
Appeals already exists, it may be appointed as the Zoning
Commission.

(4) Administration of Zoning Regulations—Administrative
Agency. The legislative body of any political sub-division
adopting airport zoning regulations under this sub-title may
delegate the duty of administering and enforcing such rules and
regulations to any administrative agency under its jurisdiction,
or may create a new administrative agency to perform such
duty, but such administrative agency shall not be or include
