SEC. 4. And be it further enacted, That the Mayor and City
Council of Baltimore may, by one ordinance, submit the whole
of this loan to the legal voters of Baltimore City at one time,
or it may by one or more separate ordinances submit a part
of said loan to the legal voters of said City at different times.

SEC. 5. And be It further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 10,
(Senate Bill No. 16)

AN ACT to authorize the Mayor and City Council of Balti-
more to issue certificates of indebtedness of said corporation
to an amount not exceeding Six Million Dollars ($6,000,000),
the proceeds of the same to be expended for the purpose of
acquiring land in the City of Baltimore and/or in any
county or counties in the State of Maryland for airport
purposes and for establishing and equipping an airport or
airports on said land for public purposes.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of Baltimore be and
it is hereby authorized to issue the certificates of indebtedness
of said corporation to an amount not exceeding Six Million
Dollars ($6,000,000), said certificates of indebtedness to be
issued from time to time and for such amounts, and payable
at such periods, and to bear such rate or rates of interest,
all as the Mayor and City Council of Baltimore shall by ordi-
nance or ordinances from time to time provide; but no cer-
tificates of indebtedness shall be issued in whole or in part
unless the ordinance or ordinances of the Mayor and City
Council of Baltimore providing for the issuance thereof shall
be submitted to the legal voters of Baltimore City at such
time and place as may be fixed by said ordinance or ordinances
and be approved by a majority of the votes cast at such time
and place as required by Section 7 of Article 11 of the Consti-
tution of Maryland, and the Mayor and City Council of Balti-
more in submitting the ordinance or ordinances for the issu-
ance of said certificates of indebtedness to the legal voters of
