Montgomery County; provided that the proceeds of the bonds
issued under the authorization of this Act shall be applied only
to the permanent financing and/or refunding projects set forth
in the preamble hereof, and that any surplus therefrom de-
rived shall be applied by said County Commissioners for the
purpose of improving the road system of the County and for no
other use whatsoever.

SEC. 5. And be it further enacted, That for the purpose
of paying the interest on said bonds, and for redeeming the said
bonds as they mature, the said Board of County Commissioners
of Montgomery County shall for the year of the issuance there-
of and annually thereafter, until all of said bonds issued under
the authority of this Act shall mature and be redeemed, levy a
tax upon the assessable property in said County sufficient to
pay the annual interest on said bonds outstanding, and to re-
deem said bonds as they mature and become due, said taxes to
be collected as other taxes levied in said county are collected.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of all
of the members of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 348.

AN ACT to propose an amendment to Section 15 of Article
3 of the Constitution of the State of Maryland, title "Legis-
lative Department, " regulating the compensation of the
members of both House of the General Assembly of Mary-
land, and to provide for the submission of said amendment
to the qualified voters of the State of Maryland for adop-
tion or rejection.

SECTION 1. Be it enacted by the General Assembly of
Maryland
(three-fifths of all the members of each of the two
Houses concurring), That the following be and the same is
hereby proposed as an amendment to Section 15 of Article
8 of the Constitution of the State of Maryland, title "Legis-
lative Department, " the same, if adopted by the legally quali-
