and sell bonds therefor, the proceeds thereof to be used by
the Board of County Commissioners of Montgomery Coun-
ty, to pay the State Roads Commission of Maryland, for
construction work in Montgomery County, to refund to the
County Treasury of Montgomery County advances made
by the County Commissioners to the State Roads Commis-
sion, and to permanently finance and fund temporary loans
obtained by the County Commissioners for road construc-
tion in Montgomery County; and to provide for the pay-
ment of interest on said bonds, and of the principal thereof
by the levy of taxes, and providing that said Act shall be
passed as an emergency measure.
WHEREAS, During the years 1925, 1926, 1927 and 1928,
the State Roads Commission of Maryland has been building
State roads in Montgomery County, both with the proceeds
of Montgomery County's allotment of State funds appropriated
for the construction of lateral and post roads, as well as from
funds raised by Montgomery County from an $800, 000. 00
road construction bond issue authorized by the General As-
sembly, Session of 1927, and from several election district
bond issues authorized for the purpose of road construction,
and from other funds which the County Commissioners of
Montgomery County had borrowed on the faith and credit
of Montgomery County and advanced to the State Roads Com-
mission of Maryland; and
WHEREAS, The Board of County Commissioners in a res-
olution of that Board adopted May 31, 1927, adopted a sched-
ule of roads construction for Montgomery County to be built
either from the proceeds of the county bond issues author-
ized by the 1927 and 1929 Session of the Maryland General
Assembly or from the Montgomery County allotment of post
and lateral road appropriations; and
WHEREAS, The then elected State Senator from Montgom-
ery County and the four members of the House of Delegates
from Montgomery County, during the summer of 1928 addressed
to the Board of County Commissioners of Montgomery County
a letter, which they all signed stating that they would support
in the 1929 Session of the General Assembly of Maryland
a refunding bond issue for all such road construction con-
tracts let for the Board of County Commissioners by. the State
Roads Commission of Maryland for road construction ap-
