be construed to impair the validity of any appointment or quali-
fication antedating the taking effect of this Act, nor to affect
in any way, any provision of law relating to the transfer of
property in this State belonging to decedents or beneficiaries
in another state or country.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1929.

CHAPTER 342.

AN ACT to incorporate the Town of Fairmount Heights to
include the communities known as Fairmount Heights,
Worth Fairmount Heights, Bryn Mawr, Waterford, part
of West Fairmount Heights, part of Weisner's sub-division
and part of Slocum's sub-division, etc., as hereinafter de-
scribed in Prince George's County, Maryland; to provide
for the government thereof, and to provide for the submis-
sion of this question to the qualified voters of said town for
their adoption or rejection; and to provide for the election
and succession of a Board of Commissioners to be named
and known as "Commissioners of Fairmount Heights, " who
shall have power to make and enforce rules and regula-
tions for the public health and safety; and to authorize,
empower and direct the said Commissioners of Fairmount
Heights to make annual levies of not to exceed ten (10)
cents on each one hundred (100) dollars of the assessable
value of the real property of the said Town of Fairmount
Heights; for the purpose of improving, maintaining, re-
pairing and lighting roads, streets, alleys, lanes, sidewalks,
parking, for improvement of drainage, and for other pub-
lic improvements, and for providing police and fire pro-
tection and other public service, and for defraying the nec-
essary and incidental expenses of the Board of Commis-
sioners in the performance of its public duties; and who
shall appoint a Treasurer to receive and disburse said funds;
also directing the Board of County Commissioners of Prince
George's County to pay over to the said Treasurer of the
said Town of Fairmount Heights for the purpose of im-
proving, maintaining, and repairing roads, streets, lanes and
