limited by Chapter 448 of the Acts of the General Assembly
of Maryland, Session of 1927, the County Commissioners of
Montgomery County be and they are hereby authorized and
empowered to regulate, inspect, license and limit as to loca-
tion, hog pens, dog kennels, slaughter houses and cow yards
within the limits of said District.
SEC. 2. And be it further enacted, That in order to carry
out the provisions of this Act, the said County Commissioners
are authorized and empowered to make, pass and promulgate
rules, regulations, and ordinances, concerning any of the sub-
jects of this Act, provided that such rules, regulations and
ordinances shall contain proper standards for the exercise of
the discretion conferred herein, shall operate uniformly and
that before any such rule, regulation or ordinance shall be en-
forced, advertisement thereof shall be made by publication in
some newspaper published in Montgomery County, once a
week for two successive weeks; and said County Commissioners
are further authorized and empowered to provide in such rules,
regulations or ordinances that any person violating the provi-
sions thereof shall, upon conviction, be deemed guilty of a mis-
demeanor, and to prescribe reasonable and proper penalties for
such violations.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the health, morals, safety and welfare
and being passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

of Chapter 299 of the Acts of the General Assembly of
Maryland, session of 1927, entitled "An Act to repeal and
re-enact with amendments Chapter 259 of the Acts of the
General Assembly of Maryland, session of 1922, entitled
An Act to authorize, empower and direct the County Com-
missioners of Montgomery County to appoint three or more,
