money so received by the said Mayor and Town Council shall
be used by it for the repair and improvement of the streets,
avenues and roads within its corporate limits.
SEC. 15. And be it further enacted, That the Mayor and
Town Council of Riverdale Heights shall have power to levy,
on or before the thirtieth day of June for each year, the tax
year commencing on the first day of July, taxes at such rate
as they may find necessary for anticipated expenses for the
coming fiscal year, not to exceed twenty cents on the one hun-
dred dollars assessed valuation, based upon the State and Coun-
ty Assessments for all purposes. All taxes so levied shall be
a lien on any and all property of the person, partnership or
corporation against who or which they may be levied, and the
taxes so levied shall be due and payable the first day of July
next succeeding the levy thereof, and shall be in arrears and
subject to interest from and after that date. All taxes shall
be payable to the Town Clerk and Treasurer, and his receipt
therefor shall be the receipt, of the Mayor and Town Council
of Riverdale Heights, It shall be the duty of the Town Clerk
and Treasurer, as soon as the annual tax levy is made and
placed in his hands for collection, to give notice by advertise-
ment in one newspaper published in the county and proceed
to the collection of taxes through the Town of Riverdale
Heights, in compliance with the laws for collection of taxes,
enacted by the State Legislature for the collection of State
and county taxes, in Prince George's County.
SEC. 16. And be it further enacted, That all citizens of
the age of twenty-one years or over who shall have resided
within the limits of said town not less than one year next
preceding any regular town election and who are owners of
real property within the limits of said Riverdale Heights, or
who are purchasing real property under contract in said town
or who are members of the immediate family of such an
owner or purchaser, shall be entitled to vote at any election
held in said town under the provisions of this or any other
Act requiring an election to be held in said town for any town
purpose whatsoever.
SEC. 17. And be it further enacted, That if, within thirty
days from the date of passage of any town ordinance, a peti-
tion protesting against said ordinance, signed by not less than
one-half as many qualified voters as voted at the last general
