179A. No manufacturer, dealer or distributor shall be en-
titled to obtain or use tags or markers, issued under, the provi-
sions of Class D, Section 182 of this Article, unless he shall first
register with the Commissioner of Motor Vehicles, as herein
provided. Such registration shall be made under oath upon
blank forms to be provided by the Commissioner, shall set
forth the trade name of the applicant, the location of his place
of business and of all places used by him for the storage of
motor vehicles, and shall state whether such applicant is an
individual, firm or corporation, giving the names and ad-
dresses of the individuals or partners interested in said busi-
ness, and if a corporation, the names and addresses of its
officers and directors. Said application and registration shall
be renewed each year, and no dealer's tags shall be issued to
any one who has not so registered. Any change in the in-
formation so furnished shall be promptly given under oath
to the said Commissioner. Every manufacturer, dealer or
distributor so registering shall notify the said Commissioner

of the receipt of all motor vehicles by him except those which
are left with him for storage or for repair, stating the make,
model and engine number of the vehicles enumerated there-
in, and the name and address of the person, firm or corpora-
tion from whom received. Similar notice shall be given in
the case of the delivery of all new motor vehicles to non-
residents of the State by said manufacturer, dealer or dis-
tributor, except that the notice in such case shall also state
the name and address of the person or persons to whom

such delivery was made. Such notices shall in all cases
be made on forms to be provided by the said Commis-
sioner, to be subscribed and sworn to by the manufacturer,
dealer or distributor, and to be sent to the said Commissioner
within twenty-four hours after the receipt or delivery of such
motor vehicle. Upon receipt of such notice of the receipt of
new motor vehicles, the said Commissioner shall promptly
issue to such manufacturer, dealer or distributor, without cost,
a certificate for each such vehicle so received. A manufac-
turer, dealer or distributor, duly registered under the pro-
visions of this Section, may use his dealer's tags on motor
vehicles in his possession, but not owned by him, for periods of
five days, and no longer, provided he first obtains from the
owner of said motor vehicle written permission so to do, and
provided further that he shall have and display, on demand
of any proper officer, the actual consent in writing of the
owner of said motor vehicle to such use. Whenever a sale
