for the purchase of as many of such bonds as may be men-
tioned or designated in said advertisements; and on the open-
ing of such sealed proposals, as many of said bonds as have
been bid for shall be awarded by said County Commissioners
or the majority of them to the highest responsible bidder or
bidders therefor for cash, at not less than the par value of
said bonds; and when two or more bidders have made the
same bid, and such bid is the highest and the bonds so bid for
by the highest responsible bidders are in excess of the whole
amount of the bonds so offered for sale, such bonds shall be
awarded to such highest responsible bidders, bidding the same
price, in a ratable proportion; and if any of said bonds so
offered for sale are not bid for, or if an insufficient price is
bid for them, they may subsequently be disposed of under
the direction of the said County Commissioners or the ma-
jority of them, at private sale, upon the best terms they can
obtain for the same; provided they shall not be sold for less
than par and accrued interest; and provided further that the
said County Commissioners or the majority of them, in their
discretion, shall have the right to reject any and all bids.
SEC. 11. And be it further enacted, That the said Board
of County Commissioners is hereby authorized to expend from
the monies realized from the sale of said bonds so much as
may be necessary in payment of the expenses of engraving
and printing and other outlays in connection with issuing of
said bonds, and for the payment for the advertising directed
by this Act, and all other expenses connected with the execu-
tion of the provisions of this Act in connection with said loan.
SEC. 12. And be it further enacted, That before the issuing
of said bonds or any of them, the question of the issuing of
said bonds as hereinbefore set forth shall be submitted to a
vote of the qualified voters of Carroll County, at the General
Election to be held in said county in November, 1930; and
the said The County Commissioners of Carroll County shall
cause to be printed in each of the weekly newspapers printed
and published in said county, as an advertisement, a copy of
this Act once a week in each of two successive weeks imme-
diately prior to said General Election, to be held in November,
1930; and the Supervisors of Elections of Carroll County
shall cause to be printed on the ballots to be voted at said
General Election, with a suitable square to the right of each,
