ance of such plans and specifications and the endorsement of
approval by said Board of such plans and specifications shall
be made thereon and shall also be recorded by said Board in
its official minutes.

(3) The Mayor and City Council of Baltimore in submit-
ting to the legal voters of Baltimore City the ordinance au-
thorizing the issuance of the stock or certificates of indebted-
ness herein authorized shall provide for the expenditure of the
proceeds, thereof (subject to the provisions herein regarding
the Board of School Commissioners of Baltimore City) by the
Public Improvement Commission created by Ordinance No.
376, approved July 2, 1920, pursuant to Chapters 373 and 374
of the Acts of 1920, and the Mayor and City Council of Bal-
timore shall provide in the ordinance submitting said loan to
the legal voters of Baltimore City that said Commission shall
continue in office from year to year until the work of said Com-
mission relating to the expenditure of this loan shall have been
completed.

SEC. 5. And be it further enacted, That this Act shall take
effect from June 1st, 1929.

CHAPTER 244.

AN ACT to authorize and empower the Board of County Com-
missioners of Carroll County to borrow, upon the faith and
credit of said county, a sum of money not to exceed Two
Hundred Thousand Dollars ($200, 000. 00), and to issue and
sell coupon bonds therefor, and to expend the proceeds there-
from for the purpose of constructing and permanently im-
proving the public roads of said county, and to provide for
the payment of the interest on said bonds and of the prin-
cipal thereof as the same shall mature; and to provide for
the levying of taxes on the assessable property of said county:
for the purpose of paying said interest and to create a sink-
ing fund for the liquidation of said bonds; and providing
that before the negotiation of said loan and the issuing of
said bonds, the question of the issuance thereof shall be sub-
mitted to the vote of the qualified voters of said county at
the General Election to be held in said county in November,
1930.
