dred thousand dollars ($1, 500, 000. 00) for the purpose of de-
fraying the cost and expenses of the acquisition of school
house sites by purchase or condemnation and the construc-
tion of school buildings for the instruction and training of
mentally and/or physically handicapped children attending
the public schools of Baltimore City and for parental schools,
and/or for the construction of additions and improvements
to and the reconstruction of existing school buildings to be
devoted to said uses; authorizing the submission of an ordi-
nance for said purposes to the legal voters of the City of
Baltimore; empowering the Mayor and City Council of Bal-
timore to provide by ordinance for the expenditure of the
proceeds of said loan and providing for the method of its
expenditure.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That the Mayor and City Council of Baltimore be,
and it is hereby authorized to issue the stock or certificates of
indebtedness of said corporation to an amount not exceeding
one million five hundred thousand dollars ($1, 500, 000. 00),
said stock or certificates of indebtedness to be issued from time
to time and for such amounts, payable at such periods and to
bear such rate or rates of interest, all as the Mayor and City
Council of Baltimore shall by ordinance or ordinances from
time to time provide; but such stock or certificates of indebted-
ness shall not be issued in whole or in part unless the ordinance
or ordinances of the Mayor and City Council of Baltimore pro-
viding for the issuance thereof shall be submitted to the legal
voters of Baltimore City at such time or times and place as
may be fixed therein and be approved by a majority of the
votes cast at such time or times and place as required by Sec-
tion 7 of Article 11 of the Constitution of Maryland.

SEC. 2. And be it further enacted. That the proceeds of
the stock or certificates of indebtedness hereby authorized to
be issued not exceeding the par value thereof shall be used for
the acquisition by purchase or condemnation of school house
sites and the construction of school buildings for the instruc-
tion and training of the mentally and/or physically handi-
capped children attending the public schools of Baltimore City,
and for parental schools and/or for the construction of addi-
tions and improvements and the re-construction of existing
school buildings to be devoted to said uses.
