is controlled at such crossings by traffic officers. Between
street crossings in such towns and cities, vehicles shall have
the right of way.
Any person operating any vehicle in a manner contrary to
any of the provisions of this section shall be deemed guilty
of a misdemeanor and, upon conviction, subject to a fine of
not less than five dollars ($5. 00) nor more than fifty dollars
($50. 00) for the first offense.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 225.
AN ACT to repeal and re-enact with amendments Section 252
of Article 56 of the Annotated Code of Maryland, Edition
of 1924, title "Licenses, " sub-title "Public Passenger Motor
Vehicles, " as said section was amended by Chapter 620 of
the Acts of 1927, by providing for a special class of public.
passenger motor vehicles for employees, with certain penalties
for violations of this Act and a right of appeal, said special
class of public passenger motor vehicles to be provided for
by adding five new sections to follow immediately after Sec-
tion 252, and to be known as Sections 252A, 252B, 252C,
252D and 252E, and to add a sixth additional section to be
known as Section 252F, repealing all Acts or parts of Acts
inconsistent therewith.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 252 of Article 56 of the Annotated Code of
Maryland, Edition of 1924, title "Licenses, " sub-title "Public
Passenger Motor Vehicles, " as said section was amended by
Chapter 620 of the Acts of 1927, be and the same is hereby re-
pealed and re-enacted with amendments and additional sections
to read as follows:
Section 252. All motor vehicles, except when used exclusively
for the transportation of pupils to and from public and/or
