And in the event that at such election the majority of votes

cast for and against the amendment allowing the special tax
shall be in favor of allowing said special tax, then this Act
shall be in full force and effect; but in event that the majority

of votes so cast shall be against the amendment allowing the
special tax, then the town of Cottage City and the Cottage City
Commission may submit the same question in the same man-
ner and under this Act to the qualified voters of said town at
the general town election held in said town in May, 1930, in
the same method and manner as hereinbefore provided, and if
a majority of the votes cast upon said question shall be "For
a special assessment of 12 cents on each $100. 00 of real and
personal property to be paid to the Cottage City Volunteer
Fire Company for its exclusive use in the maintenance, opera-
tion, care and purchase of equipment, " then this Act shall
be in full force and effect; but if a majority of the votes cast
upon said question shall be "Against a special assessment of
12 cents on each $100. 00 of real and personal property to be
paid to the Cottage City Volunteer Fire Company for its ex-
clusive use in the maintenance, operation, care and purchase
of equipment, " then this Act shall be void and of no effect.

SEC. 4. And be it further exacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the elate of its pas-

sage.

CHAPTER 172.

AN ACT to repeal and re-enact with amendments Sections 3
and 13 C of the Charter of the Town of Gaithersburg, in
Montgomery County, as said Charter was enacted by Chap-
ter 351 of the Acts of 1914, and to add four new sections
thereto to be known as Sections 3A, 3B, 3C and 3D, to
follow immediately after Section 3, relating to registration
and qualifications of voters and elections in said town; and
to add a new section thereto to be known as Section 13D to
