14. All fines, penalties and forfeitures imposed by this
Charter, or by any ordinance of the Council, may be col-
lected in the name of the "Town of Takoma Park, " before
the Mayor or any justice of the peace, in the same manner
as small debts are collected, and the delinquent shall be com-
mitted to the town lock-up or county jail until the same are
paid, with costs.

15. Whenever it shall become necessary, for any pur-
pose under this Charter, to serve a notice or process of any
kind whatsoever upon any person or persons owning property
within the limits of said town who may be absent therefrom
or a non-resident thereof, or upon whom for any other reason
personal service cannot be had and the officer shall make
return to that effect, service of said notice or process may
be made by a publication of said notice or process once a
week for two consecutive weeks in some newspaper having
general circulation in said town, which said notice by publi-
cation shall be as good and effective as personal service. The
affidavit of the publisher or proprietor of said newspaper as to
such publication shall be evidence of the fact thereof.

16. The fiscal year shall begin on the first day of July of
each year, and shall be known by the name of the calendar
year in which it begins.

17. The parts of the several county roads within the
limits of said town are hereby made and declared to1 be public
streets and avenues of said town, and shall be from time to
time improved and repaired, as in the discretion of the Council
the public interests may require and the resources of the town
will justify.

18. The County Commissioners of Montgomery and Prince
George's Counties shall annually pay to the Treasurer of
the town that proportion of the total amount levied for the
repair of roads in said counties which the total amount of
property assessed within said town, within the limits of said
respective counties, bears to the total amount of property
assessed in said respective counties, according to the tax books
of said counties.

19. The Commissioners of Montgomery and Prince
George's Counties, Justices of the Peace, Sheriffs, Constables,
