bers of the Council present shall elect one of their own number
to provide during his. absence who, for the time being, shall be
clothed with all the powers and authority of the Mayor.

(B) The Mayor, as executive officer of the town, shall be
charged with enforcement of the laws and ordinances of the
municipality; he shall annually appoint such standing com-
mittees and from time to time such special committees as the
Council may determine and shall designate the chairmen and
the members thereof, and may change such chairmen or mem-
bers as his judgment may determine; he shall have general
supervision of the administration and officers of the town and
for reasons to him good and sufficient may suspend any offi-
cer from duty, setting forth the reasons for such suspension
to the Council for its action, not later than its next regular
meeting after such suspension; he shall submit to the Coun-
cil, from time to time, such recommendations as, in his judg-
ment, will advance the general interests of the town; he shall
preside at all meetings of the Council and shall call such
special meetings as he may deem necessary; he shall admin-
ister the oath of office to the members of the Council and to
the officers of the town. The Mayor shall have all the powers
of a Justice of the Peace in criminal cases where the Town
of Takoma Park is a party. He shall receive the same fees
as Justices of the Peace are allowed for similar service, and
an appeal from his judgment may be taken to the Circuit Court
for Montgomery County, which Court shall hear and deter-
mine the matter as upon appeal from a Justice of the Peace;
provided, however, that the Justice of the Peace residing in
said town shall have the same power to hear, try and determine
cases where the "Town of Takoma Park" is a party as they
now have in cases where the State of Maryland is a party.

6. (A) The Council shall annually appoint a Clerk, a
Treasurer, a Superintendent of Public Work and a Chief
Police Officer.

(B) The Clerk shall keep minutes of the proceedings of
the Council and shall preserve the same in a good and sub
stantial manner and such records shall be open to the inspec-
tion of all persons interested therein; he shall be custodian of
the records of the town.

(C) The Treasurer shall receive and collect all general
and special taxes and all other moneys whatsoever due the
