following the name of the candidate or candidates for Mayor
shall be printed a black line extending to a square on which the
voter may insert in writing the name of a candidate for Mayor,
if he so desires, which name may not already be printed on
the ballot, and also on such ballots shall appear the name or
names of all the candidates for councilmen arranged alphabet-,
ically, and immediately following the words "For Council-
man, " which shall be printed on said ballot, and preceding the
name or names of the candidate or candidates shall be plainly
printed in black ink a direction to the voters: "Vote for four
(as the case may be) by making a cross (X) mark in that
square which is opposite the name or names of the candidate
or candidates to be voted for, " and a black line shall be printed
immediately under the name of each candidate extending, to a
square opposite the name of the candidate, and immediately
following the names of the candidates for Councilmen there
shall be printed a sufficient number of black lines extending to
a square on which the voter may insert in writing the name or
names of a candidate or candidates for Councilman, if he so
desires, which name or names may not already be printed on
the ballot, and the Mayor shall appoint three days prior to
the holding of such election three qualified voters of the town
of Federalsburg to act as Judges, and every person so ap-
pointed, before he opens an election, shall appear before a
Justice of the Peace for Caroline County and take an oath
"that he will faithfully and impartially permit every person
to vote at such election who shall be duly qualified, and that he
will not suffer any person to vote at such election who shall not
be legally qualified to vote, " and in case of failure of any of
said person or persons so appointed to appear and qualify the
Mayor shall issue a certificate to one or more persons to act as
such Judge or Judges, who shall qualify as above, and they
shall immediately after the election return to the Clerk of
Federalsburg under their hands the numbers of votes cast and
for whom cast, who shall file the same at once and issue certifi-
cates of election to the person or persons receiving the largest
number of votes for the respective offices, provided, that for the
first election held under this amended Charter the present
Commissioners of Federalsburg shall conduct the same in ac-
cordance with the provisions of this Act.

Section 5. That in the event that there shall be a failure
to make any nomination for any one or more of the offices to be
elected hereunder, then it shall be lawful to nominate by filing
