town, and provided further that the Five Thousand ($5, 000)
Dollars authorized to be borrowed under Section G of Chapter
458, of the Acts of the General Assembly of Maryland of 1906,
or any amendments thereto, but for which no special tax may
be levied, shall not be computed in summing up the total
bonded or floating indebtedness of the town.

SEC. 2. And be it further enacted, That all Acts and parts
of Acts inconsistent with the provisions of this Act be, and the
same are, hereby repealed to the extent of their inconsistency,
provided that nothing herein contained shall be taken as re-
stricting any control which the State Board of Health of Mary-
land is empowered to exercise.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths
of all the members elected to each of the two houses of the
General Assembly, the same shall take effect from the date of
its passage.

CHAPTER 108.

AN ACT to repeal and re-enact with amendments Section 2
of Chapter 90 of the Acts of 1898, entitled "An Act to
incorporate 'The Buckingham Industrial School of Fred-
erick County, Maryland, " (changed to "The Buckingham
School of Frederick, Maryland" by Chapter 70 of the Acts
of 1918), to authorize and permit the said corporation to
give, contribute and dispose of excess funds to other char-
itable and benevolent corporations.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Section 2 of Chapter 90 of the Acts of 1898,
entitled "An Act to incorporate 'The Buckingham Industrial
School of Frederick County, Maryland, " (changed to "The
Buckingham School of Frederick Maryland" by Chapter 70
of the Acts of 1918), be and the same is hereby repealed and
re-enacted with amendments, to read as follows:
