diate preservation of the public safety, and being passed by a
yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 98.

AN ACT authorizing and empowering the Mayor and Council
of Hagerstown to enter into a contract with The Washing-
ton County Museum of Fine Arts for the purpose of leasing
to the said museum a suitable parcel of land in one of the
public parks belonging to the City of Hagerstown and in
their discretion to enter into contracts with the said The
Washington County Museum of Fine Arts to contribute not
more than a total of five thousand dollars per annum for
the care and maintenance of the said The Washington County
Museum of Fine Arts, and to levy taxes sufficient to provide
the amounts required by such contracts.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That the Mayor and Council of Hagerstown be and
it is hereby authorized and empowered to enter into a contract
with The Washington County Museum of Fine Arts under the
terms of which a suitable parcel of ground in one of the parks
belonging to the Mayor and Council of Hagerstown known
as the "City Park" may be leased to the said The Washington
County Museum of Fine Arts for the nominal consideration of
one dollar ($1. 00) per year provided the said museum proceed
promptly with the erection of its building and the establish-
ment therein of an art museum for the use of the public, said
lease to be in effect so long as the terms of the contract on the
part of The Washington County Museum of Fine Arts are
observed and performed.

SEC. 2. And be it further enacted, That the proposed con-
tract between the Mayor and Council of Hagerstown and The
Washington County Museum of Fine Arts shall be so drawn
that the City of Hagerstown will be relieved from all responsi-
bility for damage or injury to the buildings erected thereon
or the art objects contained therein; that the museum shall
