Chapter 562, Senate Bill 173, relating to Fish Nets, is
covered by Chapter 471, Senate Bill 172.

Chapter 31, House Bill 165, relating to the Town of Gar-
rett Park, is a duplicate of Chapter 45, Senate Bill 135.

Each of the bills above first mentioned will be vetoed, be-
cause its duplicate or corresponding measure has been ap-
proved.

MOTOR VEHICLES.

HOUSE BILL No. 378, PROVIDING THAT CLERKS OF THE

CIRCUIT COURT IN THE SEVERAL COUNTIES SHALL ISSUE

AUTOMOBILE LICENSES AND TRANSFER TITLES.

I am so much in sympathy with any movement to facilitate
and add to the convenience; of motorists that, although there
appeared to be obvious practical defects in this bill as drawn,
I was not willing to disapprove it on my own judgment alone.

Accordingly, I appointed a committee of five to study the
measure thoroughly and advise me as to its practicability.
Those whom I asked to serve on this committee were all in
favor of the idea of issuing licenses and transferring titles in
the respective counties of the State, and their only task was to
see whether House Bill No. 378 could accomplish this purpose
in a workable and satisfactory way.

The chairman of the committee was Hon. Allan McLane,
former Judge of the Circuit Court of Baltimore County, and
now President of the Automobile Club of Maryland. The
other members were Mr. A. H. Bishop, President of the Auto-
mobile Trade Association of Maryland; John W. Staton, Esq.,
of Snow Hill, President of the Maryland Bar Association;
Hon. William C. Walsh, of Cumberland, former Judge of the
Court of Appeals, and Hon. Thomas H. Robinson, the Attorney
General of the State.

The Association of which Mr. Bishop is President sponsored
the bill before the Legislature and was instrumental in se-
curing its passage. Judge McLane and Mr. Staton had both
endorsed the idea back of the bill and Judge Walsh was favor-
able to it. Attorney General Robinson's primary duty was to
