1448 VETOES.

tendent is a thoroughly competent and efficient man, I have
decided to veto this bill.

Chapter 294, House Bill 333. This bill relates to the col-
lection of taxes in Garrett County, the auditing of the Treas-
urer's books, proceedings with regard to delinquent taxes, etc.
Many of the provisions of the bill are covered by the existing
law. I am advised that there is no occasion or demand for
other provisions.

OBSOLETE AND USELESS LAWS.

Bills were introduced in the Legislature, providing for the
repeal of the laws recommended for repeal by the Committee
on Obsolete, Superfluous or Useless Laws, created by the Legis-
lature of 1927. As a result, thirty-two of these repealing bills
which passed the Legislature, are being approved by me, and
this will eliminate approximately fifty obsolete or useless
statutes.

I think, however, that it is best only to approve these re-
pealing bills when it is clear that the laws repealed are, in fact,
obsolete or useless, and I am vetoing the following bills, be-
cause there is a possibility that they may repeal provisions of
law, which, under some circumstances, it might be desirable
to have on the statute books.

(Chapter 240, House Bill 439)

This bill repeals Section 101, of Article 43, of the Code,
title "Health, " requiring the floors of shirt factories to be
sprinkled every morning with water. This section is a dupli-
cate of Section 299 of Article 27 of the Code, but I think it
best that the same should not be repealed, because it is a
health regulation, and ought to appear in Article 43, which
contains all the general health laws.

(Chapter 333, House Bill 443)

This bill repeals Sections 304 to 309, of Article 23 of the
Code, relating to telephone rates. The reason for the repeal is
that these provisions have been superseded by the Public Serv-
ice Commission law. This is doubtless true, but I cannot be-
sure that some situation might not exist in the future in which
these laws would be needed.
