comes known and applies for them. The general motor ve-
hicle law, Acts 1927, Chapter 520, Section 178A, relating to
the disposition of lost, abandoned and stolen cars, and Chapter
320, House Bill 566 of this session, relating to the same sub-
ject in Montgomery County, both provide the proper safe-
guards in the above respects. I think that Senate Bill 91 does
not measure up to the requirements of due process of law.

(Chapter 353, House Bill 503)

This bill provides that if the operator of a car is charged
with violating the motor vehicle laws, then the Commissioner
of Motor Vehicles shall have no power to suspend or revoke
the operator's license unless he has been convicted, except that
this shall not be a prerequisite in cases resulting in death. I
do not think that this ought to be a condition of the Commis-
sioner's right to suspend or revoke operators' licenses. That
ought to depend on the facts of the case, regardless of
whether there has been a conviction or not.

LICENSE FEES FOR MILK TRUCKS.

(Chapter 149, House Bill 211)

This bill reduces by one-half the license fees prescribed for
motor vehicles used exclusively in hauling milk. It appears to
involve at discrimination in favor of the haulers of this com-
modity which the haulers of other commodities do not en-
joy, and while some of the operators of milk trucks who may
need relief would benefit from the bill, yet much the greater
part of the benefit would be received by one large concern,
which has not applied for relief and doubtless does not need
any.

For these reasons the bill will be vetoed.

ITEMIZED ACCOUNTS OF SCHOOL FUNDS.

Chapter 235, House Bill 359, applying to Carroll County,
Chapter 381, House Bill 33, applying to Allegany County and
Chapter 237, House Bill 295, appying to Anne Arundel Coun-
ty, all require the County Boards of Education to furnish the
County Commissioners annually a detailed itemized state-
