1304 LAWS OF MARYLAND. [CH. 553

SEC. 2, And be it further enacted, That for the purpose of
determining whether the registered voters residing within the
territorial limits prescribed in this Act desire to have the cor-
porate limits of the City of Cumberland extended as specified
herein, the question of said annexation shall first be submitted
to all of said voters at the general municipal election to be held
in 1930, or, in the discretion of the Mayor and City Council of
Cumberland, at a special election to be held for that purpose.
Said election shall be conducted under the supervision and
direction of the Supervisors of Election of Allegany County as
now provided by law. All expenses of said election shall be
borne by the Mayor and City Council of Cumberland and vot-
ing places shall be provided in convenient places within the
present city limits and also in the area proposed to be annexed.
In the proposed annexed territory, the officials for said election
shall be appointed from registered voters of such area, repre-
sentation being given to any of such voters who may be opposed
to the proposal to annex said territory to the City of Cumber-
land. In the territory proposed to be annexed, all persons resid-
ing therein who shall have been registered and entitled to vote
therein at the last general election as shown by the registration
books of Allegany County shall be qualified to vote on the ques-
tion of annexation. And all persons duly registered and en-
titled to vote, as shown by the registration books of the City
of Cumberland, shall be entitled to vote on said question. The
ballot shall contain the words "For Annexation" on one line
and "Against Annexation" on the other line with squares oppo-
site each for the "X" mark of the voter. At the closing of the
polls, said judges shall canvass the vote, and in the event a
majority of the votes cast within the present limits of the City
and the proposed annexed territory are for annexation, this
Act shall become immediately effective, and in the event a ma-
jority of the votes cast are against annexation, this Act shall

not become effective, but shall be and become null and void.

AN ACT to authorize, empower and direct the Board of Coun-
ty Commissioners of Montgomery County to borrow upon
