issued under the authority of this Act shall mature and be re-
deemed, levy a tax upon the assessable property of said County
sufficient to pay the annual interest on said bonds outstanding,
and to redeem said bonds as they mature and become due, said
taxes to be collected as other taxes levied in said county are
collected.

SEC. 6. And be it further enacted, That for the purpose of
carrying out the provisions of this Act, the Board of County
Commissioners of Montgomery County are hereby authorized
and empowered to acquire either by gift, dedication, purchase
or condemnation any land deemed necessary for the purposes
of this Act, and provided further that in the event that said
Board is unable to agree with the owner or owners of any such
land, or if such Owner is unable to convey any such land, by
them deemed necessary to carry out the provisions of this Act,
the said Board of County Commissioners is hereby authorized
and empowered to condemn said land for such purposes.

SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 548.

AN ACT to authorize and empower the Mayor and City
Council of Cumberland to issue bonds to be known as
"Water Improvement Bonds of 1929, " to the amount of
Two Hundred Thousand Dollars ($200, 000. 00) and to sell
the same, and to use the proceeds thereof for the purpose
of improving, repairing and extending, and the other neces-
sary purposes heretofore and hereafter affecting the water
system and supply of the said city, and to provide for the
advertisement of the same, and to further provide punish-
ment for violation of this Act, and to provide that said bonds
shall be sold upon the happening of certain contingencies.
