SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 55 of Article 101 of the Annotated
Code of Maryland, Edition of 1924, title "Workmen's Com-
pensation, " be, and the same is hereby repealed and re-enacted,
with amendments, to read as follows:
55. The State Industrial Accident Commission is hereby
authorized and directed to formulate reasonable rules and
regulations looking to the establishment and maintenance of
conditions of safety and to the prevention of accidents in
occupations covered by the provisions of this Article; that
said Commission is hereby authorized and empowered to em-
ploy a competent and discreet person who shall be known as
Director of Safety, and two additional persons as Inspectors,
the said employees to perform such duties as may be required
of them by the State Industrial Accident Commission, and to
receive such salaries as may be provided for them by the
budget of appropriations; no person shall be eligible for ap-
pointment as Director of Safety unless he shall have had at
least five years' experience in safety engineering work.
SEC. 2. And be it further enacted, That two additional
sections be added to Article 101 of the Annotated Code of
Maryland, the said additional sections to be known as Sections
55A and 55B, and to read as follows:
55A. Any person, firm or corporation, except such corpo-
ration as may be under the jurisdiction of the Public Service
Commission, who shall fail or refuse to comply With any rule
or regulation which may be promulgated by the State Indus-
trial Accident Commission pursuant to the powers conferred
upon it by Section 55 of this Article shall, upon conviction
thereof, be deemed guilty of a misdemeanor, and subject to a
fine of not less than fifty dollars ($50. 00) nor more than five
hundred dollars ($500. 00).
55B. Any member of the State Industrial Accident Com-
mission, Director of Safety, the Inspectors appointed in pur-
suance of the provisions of this Act or any other person author-
ized to do so by the State Industrial Accident Commission,
shall have free access during regular business hours to all
places of employment, subject to the Workmen's Compensation
Law of Maryland, and shall have full power and authority to
inspect such places of employment including the right to enter
