levying the same. The said municipality may also, in its dis-
cretion, allow a discount not exceeding five per centum for
prompt payment of said taxes. 'The taxes so assessed and levied,
as well as any other assessment made against real estate shall
be collected by distress and sale by the collector of tax as au-
thorized and directed by Section 220 of Chapter 341 of the Acts
of the General Assembly of Maryland passed at its January
session in the year 1910.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immed-
iate preservation of the public health and safety, and being
passed upon a yea and nay vote supported by three-fifths of
all members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its passage,

CHAPTER 77.

AN ACT authorizing the Mayor and Council of Easton, in
their discretion, to levy and collect annually in perpetuity,
a sum of money, in aid of the maintenance of the Talbot;
County Free Library.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Easton, be and they are
hereby authorized, in their discretion to enter into a contract
with the Talbot County Free Library, to contribute, annually in
perpetuity a sum to be agreed upon with the Library Board of
said Library, in return for services rendered by said Library,
the nature and extent of such said service to be stipulated in the
contract agreed upon.

SEC. 2. Be it enacted by the General Assembly of Mary-
land, That for the purpose of carrying out the additional obli-
gations which may be incurred under the provisions of the
aforegoing section, the said Mayor and Council of Easton, and
they are hereby authorized, and directed, in their discretion, to
levy and collect annually, in perpetuity on the assessable prop-
erty of the said Town, a sum of money sufficient to meet the
obligations to be incurred by the said Mayor and Council of
Easton under the provisions of the aforegoing section.

SEC. 3. And be it further enacted by the General Assembly
of Maryland, That this Act shall take effect from June 1st, 1937
