expenditure of the proceeds thereof by the Public Improvement
Commission created by Ordinance No. 376 approved July 2,
1920, pursuant to Chapters 375 and 374 of the Acts of 1920,
and the Mayor and City Council of Baltimore shall provide in
the ordinance submitting said loan to the legal voters of Balti-
more City that said Commission shall continue in office from
year to year until the work of said Commission relating to the
expenditure of this loan shall have been completed.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and passed
upon a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General
Assembly.

SEC. 5. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 472.

AN ACT to amend Article 27 of the Annotated Code of Public
General Laws of Maryland, title "Crimes and Punishments, "
by adding five new sections thereto to be known as Sections
171A, 171B, 171C, 171D and 171E, to follow immediately
after Section 171, making unlawful the unauthorized re-
moval, defacement, alteration or destruction of identification
marks on electric storage batteries, and any unauthorized
dealing with such marked batteries and the unauthorized
retention of possession of such marked batteries and provid-
ing penalties for all such unlawful acts.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Article 27 of the Annotated Code of Public General
Laws of Maryland title "Crimes and Punishment, " sub-title
"Fraud" be and the same is hereby amended by adding five
new sections thereto to be known as Section 171A, 171B, 171C,
171D and 171E, to follow immediately after Section 171, and to
read as follows:

172A. It shall be unlawful for any person, co-partnership
or corporation other than the owner thereof to remove, deface,
