bonds as they mature, the said County Commissioners of How-
ard County shall, for the year 1927, and annually thereafter
until all of said bonds issued under the authority of this Act
shall mature and be redeemed, levy a tax upon the assessable
property of said County, sufficient to pay the annual interest
on said bonds outstanding, and to redeem said bonds as they
mature and become due, said taxes to be collected as other
taxes in said County are collected, and which said taxes shall
foe kept separately by the County Commissioners of Howard
County and designated as the "Funding Loan Fund of 1927. "

SEC. 7. And be it further enacted, That the Treasurer of
Howard County shall keep in a book to be provided for that
purpose, a full registry of the bonds sold, the serial numbers of
said bonds, the names of the purchasers, the amounts realized
therefrom, and all redemptions and maturities thereof.

SEC. 8. And be it further enacted, That this Act is hereby
declared to be an Emergency Law and necessary for the im-
mediate preservation of the public health and safety, and hav-
ing been passed upon a Yea and Nay vote, supported by three-
fifths of all the Members elected to each of the two Houses of
the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 451.

AN ACT to add a new section to Article 14 of the Code of
Public Local Laws of Maryland, title "Howard County, "
sub-title "County Commissioners and County Collectors, " to
follow immediately after Section 39 and to be known as

Section 39-A, prohibiting the County Commissioners of
Howard County from making or issuing any promissory
notes, script, certificate of indebtedness or certificates that
money will be levied for any particular purpose or for the
use of any person, except bonds expressly authorized by the
General Assembly of Maryland.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be, and the same is hereby, added to
Article 14 of the code of Public Local Laws of Maryland, title
"Howard County", sub-title ''County Commissioners and Coun-
