of this Act to the voters of Trappe shall be published once a
week for two weeks prior to said election in one weekly news-
paper published in Talbot County; the ballots to be voted at
said election shall have this Act printed thereon and under the
same shall be provided two lines in which the voters may mark
their approval or disapproval by an X-mark in the square op-
posite the line desired, viz:

For Water Loan Act

Against Water Loan Act

If at such election a majority of the voters, who vote upon said
Act, shall vote for the same then it shall at once go into effect,
but if a majority of said voters vote against the same then it
shall not go into effect or become operative.

SEC. 8. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 68.

AN ACT to repeal and re-enact with amendments Section 5 of
Charter 254 of the Acts of the General Assembly of Mary-
land of 1922, entitled "An act to repeal Chapter 201 of the
Acts of 1920, entitled 'An act to authorize and empower the
Judges of the Fourth Judicial Circuit of Maryland to ap-
point an Official Court Stenographer for said Circuit and to
define his duties and provide for his compensation by the
County Commissioners of Allegany, Garrett and Washington
Counties in certain proportions; ' and to enact in lieu thereof,
an Act to authorize and empower Judges of the Fourth Judi-
cial Circuit of Maryland, to appoint one Official Court Ste-
nographer for the Circuit Court of Washington County, and
one Official Court Stenographer for the Circuit Courts for
Allegany and Garrett 'Counties, and to define his or her duties
and to provide for his or her compensation by the County
Commissioners of Washington County and the County Com-
missioners of Allegany and Garrett Counties. "
