257. The Mayor shall publish in some newspaper of gen-
eral circulation in said town at least ten days prior to the
date of each election for town officers notice thereof, stating
the day and hour of opening and closing the polls, the place
of polling and the officers to be voted for, and he shall also
appoint three citizens, qualified voters of said town, to act
as judges of said election; and said judges of election before
entering upon the discharge of their duties shall take and
subscribe before the Mayor the same oath required by Article
1, Section 6, of the Constitution of Maryland; one of the
judges shall act as clerk; the polls shall be opened at 9 o'clock
A. M and close at 4 o'clock P. M., and the names of all the
persons voting shall be registered by said clerk, and the said
judges shall make immediate return under their hands of the
number of votes cast and for whom cast, with a certificate
of their appointment, and both signed by the Mayor and town
clerk, and with the corporate seal of the town affixed, to
the Clerk of the Circuit Court for Worcester County, who
shall record the same at once and issue certificates of election
to those persons receiving the largest number of votes for
the office for which they were respectively voted. And said
certificate of election from the clerk of the court shall be
recorded by the town clerk among the proceedings of the
Council; each judge of election shall receive three dollars for
his or her services as such.

258. The Mayor elect and also each Councilman elect
shall without delay appear before the Clerk of the Circuit
Court for Worcester County, Maryland, and make the oath or
affirmation and declaration prescribed by the Constitution
and having secured from said Clerk a certificate of his or
her said declaration and oath, shall return the same to the
town clerk to be recorded among the proceedings of the Mayor
and Council. And if any such person so elected Mayor or
Councilman shall fail to qualify as above required on or
before the first Monday in May next succeeding his or her
election, the office to which he or she was elected shall be
declared vacant and the vacancy shall be filled in the manner
hereinafter provided for the filling of a vacancy in said
office. If any vacancy shall happen in the office of Council-
man by reason of resignation, death, removing from office,
change of residence, failure to qualify or otherwise, the re-
maining Councilmen shall appoint some person having the
qualification required for Councilman of Pocomoke City to
