purpose of paying for any repairs and or replacements to any
municipally owned utility, in such sum as it may deem neces-
sary, provided that such certificates outstanding at any one
time shall riot exceed the sum of Five Thousand Dollars, and
the certificate of the Clerk to the City Council and the Treas-
urer of the town as to the amount of outstanding certificates
shall be evidence thereof.
And the said Mayor and City Council of Laurel is hereby
authorized and empowered to levy additional taxes to provide a
sufficient fund to pay the interest and principal of said certifi-
cates as they mature.
SEC. 2. And be it further enacted, That this Act shall take
effect on June 1, 1927.

CHAPTER 428.
AN ACT to repeal and re-enact, with amendments, Section
221 of Article 17 of the Code of Public Local Laws of
Maryland, title "Prince George's County, " sub-title
"Laurel, " as the same was repealed and re-enacted by the
Acts of Assembly of 1924, Chapter 386.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 221 of Article 17 of the Code of Pub-
lic Local Laws of Maryland, title "Prince George's County, "
sub-title "Laurel, " as the same was repealed and re-enacted
by the Acts of Assembly of 1924, Chapter 386, be and the
same is hereby repealed and re-enacted, with amendments,
to read as follows:
Section 221. There shall be appointed annually by the
Mayor, subject to confirmation of the City Council, on the
fourth Monday in April, or as soon thereafter as practicable,
one person as Chief Bailiff, and such other persons as may be
necessary, from time to time, as bailiffs of said town, whose
duties it shall be to preserve the peace and good order of the
town, to arrest without warrant and to take before a Justice
of the Peace any person found violating any ordinance, reso-
lution or regulation of the town or any law of this State; or
upon warrant issued on complaint of others to arrest any per-
son charged with the violation of any ordinance, resolution
