said County Commissioners, in their discretion, shall have the
right to reject any and all bids.

SEC. 5. And be it further enacted. That the actual cash pro-
ceeds of the sale of said bonds shall be used exclusively for the
following purposes, to wit:

(1) For the payment of the cost of the engraving or print-
ing of said bonds, and for the payment of the cost of the adver-
tising authorized by this Act, and all other incidental expenses
connected with the issuance of said bonds.

(2) For the construction, building, furnishing and equip-
ping of a new jail building, and the acquiring of land for said
purpose, if the County Commissioners deem it advisable to
move said jail from its present site, or for the rebuilding, re-
modeling, enlargement, furnishing and equipping of the present
jail building on its present site.

Provided, however, that the funds herein enumerated and
for the specific purposes herein outlined shall be expended as
herein set forth and shall not be diverted for any other purposes
except upon approval by the Board of County Commissioners
of Montgomery County.

SEC. 6. And be it further enacted, That the Board of Coun-
ty Commissioners of Montgomery County shall not award any
contract for any building or construction item wherein the esti-
mated costs shall exceed the sum of five hundred dollars, with-
out first having advertised for bids, and all of said expenditures
shall be awarded to the lowest responsible bidder after due
advertisement of the proposals and the time and place of the
opening of said bids; provided, however, that the said Board
shall have the right to reject any or all bids.

SEC. 7. And be it further enacted, That the provisions of
this Act shall be construed as additional and supplementary to
and not in substitution for or in conflict with any of the pro-
visions of the general laws of this State relating to public
buildings.

SEC. 8. And be it further enacted, That for the purpose of
paying the interest on said bonds, and for redeeming the said
bonds as they mature, the said Board of County Commissioners
of Montgomery County shall, for the year in which said Bonds
are issued, and annually thereafter, until all of said bonds is-
