owners on said Washington Avenue; to create liens against
abutting land and to provide for the enforcement of said
liens.

SECTION 1. Be it enacted by the General Assembly of
Maryland in Regular Session assembled. That the Mayor and
Common Council of Riverdale, in Prince 'George's County,
Maryland, be and they are hereby directed to construct a road-
way, not less than twenty-four feet in width, on Washington
Avenue, in the town of Riverdale from its intersection with
the Washington-Baltimore Boulevard to the curb line of Mary-
land Avenue in said town, together with curbing and side
walks; said roadway, curbing and side walks to be layed and
constructed of such material as shall be desired by the holders
of more than fifty per cent, of the property abutting on said
street between said points.

SEC. 2. Be it further enacted, That the Mayor and Com-
mon Council of Riverdale be, and they are hereby directed
when the owners of more than fifty per cent, of the land abut-
ting on Washington Avenue between the Washington-Baltimore
Boulevard and Maryland Avenue shall, in writing, petition
said Mayor and Common Council for the laying of the road-
way and side walk as provided for in Section one hereof, bor-
row a sum of money, not exceeding Fifteen Thousand Dollars,
on the faith and credit of said Mayor and Common Council,
and issue therefor, and as evidence therefor, bonds or other
evidences of indebtedness, upon such terms and conditions as
the Mayor and Common Council of Riverdale may designate.
The proceeds arising from the sale of any bonds or from any
loan so made shall be used exclusively for the purpose of lay-
ing the roadway, gutters and side walks provided for in Sec-
tion one hereof, and no part of the same shall be used for any
other purpose whatsoever.

SEC. 3. Be it further enacted, That whenever the owners
of more than fifty per cent, of the land abutting on Washing-
ton Avenue, between its intersection with the Washington-Bal-
timore Boulevard and the curb line of Maryland Avenue, in

the town of Riverdale, shall, in writing, petition the Mayor
and Common Council of Riverdale for the construction of a
roadway, gutters and side walks, or a roadway or side walk,
and pledge themselves, in writing, to pay their respective shares
of the cost of such improvements, the Mayor and Common
