Section 13. Be it enacted, That this repeal and re-enact-
ment with amendments of the said Act mentioned in the title
of this Act shall not affect any act done or any right accruing
or accrued or any suit or proceeding had or commenced in any
civil or criminal cause before such repeal and re-enactment
with amendments, but all rights and liabilities under the said
Act so repealed and re-enacted with amendments shall continue
and may be enforced in the same manner as if such repeal and
re-enactments with amendments had not been made.

Section 13-A. Be it enacted, That all fines, penalties and
forfeitures including the cost in any and all cases, and for vio-
lations of any of the provisions of the Public General or Public
Local Laws shall be paid over to the Board of County Com-
missioners for Montgomery County for the use of the county
and the said County Commissioners are hereby authorized, di-
rected and empowered to include annually in their levy of
taxes the amounts necessary to pay the salaries and expenses,
provided for in this Act. That the Police Justice shall pre-
scribe rules and regulations governing the practice and pro-
cedure in said Court, and shall prescribe the form of writs,,
both civil and criminal, to be used therein. The County Com-
missioners shall prepare proper return forms for the other
Justices of the Peace to be used by them in all cases originat-
ing before them, said forms to be in duplicate, and in all cases,
whore the cause of action originated before any of the Justices,
of the Peace other than the Police Justice the said Justice-
shall make out in duplicate the form furnished by the County-
Commissioners, setting forth in detail his action in the matter
and attaching thereto the recognizance or inclosing therewith,
the collateral accepted by said Justice for the appearance of
the defendant before the Police Justice for trial and the said
Justice shall immediately transmit to the said Police Justice
a copy of the docket entries and all of the papers in the case,
together with the recognizance or collateral in each and every
case, to the said Police Justice!, it being the intent and purpose
of this Act that the Police Justice shall have exclusive juris-
diction so far as other Justices of the Peace are concerned, to
hear, try and determine and enter judgment in all cases in
which he is given jurisdiction under the provision of this Act,
and that the other Justices of the Peace shall have no power
or authority to try, hear or determine or in any criminal case
pronounce judgment.
