7 of Article 11 of the Constitution of Maryland, and the Mayor
and City Council of Baltimore in submitting the ordinance for
the issuance of said stock or bonds to the legal voters of Balti-
more City may submit the same at the Municipal Election to
be held in Baltimore City on the first Tuesday after the first
Monday in May, 1927.

SEC. 2. And be it further enacted, That the proceeds of the
certificates of indebtedness not exceeding their par value hereby
authorized to be issued shall be used for the acquisition by
purchase or condemnation of sites, and the construction, re-
construction of buildings and for providing additional facilities
for the Baltimore City Hospitals (formerly known as the Bay
View Asylum), the Communicable Disease Hospital of the
Mayor and City Council of Baltimore (known as the Sydenham
Hospital), Fire Engine Houses and Police Station Houses in
Baltimore City. Provided that the proceeds (not exceeding the
par value) from the sale of two million five hundred thousand
dollars ($2, 500, 000) of said certificates of indebtedness shall be
used exclusively for the purpose of the construction and recon-
struction of buildings and for providing additional facilities for
the Baltimore City Hospitals (formerly known as the Bay View
Asylum), and the Mayor and City Council of Baltimore in the
expenditure of the proceeds received from the sale of two million
five hundred thousand dollars ($2, 500, 000) of said certificates of
indebtedness for the said Baltimore City Hospitals (formerly
known as the Bay View Asylum) shall be obliged to submit all
plans and specifications for the construction, re-construction of
buildings and for providing additional facilities for the Balti-
more City Hospitals (formerly known as the Bay View Asylum)
to the Supervisors of City Charities of Baltimore City created
by the General Assembly of Maryland in Section 104 et seq.,
Article 4 of the Public Local Laws of Maryland, title, "Balti-
more City, " and the said Supervisors of City Charities shall
endorse on such plans and specifications their approval of the
same prior to the final acceptance of such plans and specifica-
tion by the Mayor and City Council of Baltimore, and the fact
of such approval shall be recorded by the Supervisors of City
Charities in its official minutes.

SEC. 3. And be it further enacted, That the Mayor and City
Council of Baltimore may by ordinance authorize the issuance of
said certificates of indebtedness in series, maturing at stated
periods, and may make payable annually a proportion of the
principal of said certificates of indebtedness; and any portion
or all of said certificates may be registered, or not registered,
and said certificates or any portion thereof, shall have interest
coupons attached, or said certificates, or any portion thereof
