444 LAWS OF MARYLAND. [CH. 254

Harford County, State of Maryland, within the corporate lim-
its of said town, and to issue bonds, promissory notes and cer-
tificates of indebtedness on the faith and credit of said town
for the payment for such system, and to acquire by purchase
or condemnation whatever property or rights-of-way within or
outside of the corporate limits of said town they may deem
necessary and proper, and to do whatever work and employ
whatever help is necessary therefor.

SEC. 2. And be it further enacted. That the Commission is
authorized and directed to organize, as soon as possible after
being appointed, and to elect one of their members, other than
ex-officio member, chairman, who shall preside at any and all
meetings of said Commission and in case of his absence a
Chairman protem shall be chosen. Said Commission shall
meet for regular business whenever and wherever in the town
of Bel Air or on the work they deem it necessary and proper,
provided that all such meetings shall be open and public and
all their records shall be public records. As soon after organ-
ization as possible the Commission is empowered and directed
to employ an Engineer and such other force and help as may
be necessary, for the purpose of preparing surveys, plans,
specifications, and estimates for a sanitary sewerage system
and a sewage disposal plant for said town. Upon the comple-
tion of said plans and estimates the Commission shall adver-
tise in at least one newspaper in the City of Baltimore, and
one newspaper in the town of Bel Air, for sealed bids at a given
time and place accompanied with certified checks for a stated
amount for the construction of said sewerage system and sew-
age disposal plant, either in whole or in part, as in their judg-
ment may be deemed proper. The Commission shall have the
right to reject any or all bids and the contract shall be awarded
to the lowest responsible bidder upon the recommendation of
the aforementioned Engineer, and the Commission is empow-
ered to enter into such agreement or contract with said success-
ful bidder as will safely protect the town from any and all loss
which may result from the construction of said sanitary sew-
erage system and sewage disposal plant. They shall require
and approve bond from the successful bidder to the extent at
least of the contract price.

SEC. 3. And be it further enacted, That for the purpose of
paying for the engineering and other help, and any and all
work necessary to be done prior to letting a contract for con-
