and collection of taxes of every kind, and the collection of
all revenues belonging to said City from whatever source
the same may be derived, and who shall examine into and keep
informed as to the finances of said City. The Mayor of said
City shall have the right to appoint any standing or select
committees not inconsistent with the aforegoing provisions.
Section 136. The Mayor and Councilmen of Frostburg,,
for each municipal election, shall appoint three judges of
election for each of the said wards, who shall have power to
appoint clerks and conduct elections in all respects as elec-
tions have heretofore been conducted in said town under the
provisions of Chapter 77 of the Acts of 1870, opening the polls,
at nine o'clock in the morning and closing them at seven
o'clock in the evening; and the said judges and clerks of
election shall receive the same compensation as the judges
and clerks of election in Allegany County, to be paid by the
town; and the officers of registration appointed under Section
163-A of this Article shall, in pursuance of the provisions of
said section make such changes, alterations and transfers as
may be necessary for making and maintaining correct lists of
the qualified voters in each of said wards.
Section 142. The Mayor and Councilmen shall have full
power and authority to establish and maintain a police depart-
ment to be composed of a Chief of Police and Assistant Chief
of Police and such number of patrolmen or policemen as said
Mayor and Councilmen may by ordinance deem necessary, said
officers and members of said police department to be appointed
and their duties to be fixed, defined and regulated as herein-
after provided.
Section 142-A. The Mayor and Councilmen at their first
meeting in the month of June, 1928, shall appoint three civil
service commissioners, one of whom shall hold office until the
first Monday in April, 1930, one until the first Monday in
April, 1932, and one until the first Monday in April, 1934,
and on the first Monday in April, 1930, and on the first Mon-
day in April, biennially thereafter shall appoint one civil
service commissioner to serve for a term of six years, so that
the said board of civil service commissioners shall always con-
sist of three members.
The chairman of the commission for each biennial period
shall be the member whose term first expires. No person while
