52-A. Every "Banking Institution" formed under this Arti-
cle shall have, until forfeiture, the right of perpetual succes-
sion; and all provisions in the charter or certificate of any
existing "Banking Institution" or imposed upon it by any
act in force at the time of its creation or formation, limiting
its duration, are hereby annulled and repealed.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public safety, and being passed
upon a yea and nay vote supported by three-fifths of all of
the members elected to each of the two Houses of the General
Assembly, the same shall take effect upon the date of its passage.

CHAPTER 189.

AN ACT to repeal and re-enact with amendments Section 238
of Article Eleven of the Code of Public Local Laws of Mary-

land, title "Frederick County, " sub-title "Frederick" as codi-
fied in the Code of Public Local Laws prepared by Edward
S. Delaplaine, Esq., legalized by Chapter 99 of the Acts of
1922, as the same was repealed and re-enacted by Chapter
113 of the Acts of Assembly of 1922.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, that Section 238 of Article Eleven of the Code of Public
Local Laws of Maryland, title "Frederick County" sub-title
"Frederick" as codified in the Code of Public Local Laws pre-
pared by Edward S. Delaplaine, Esq. Legalized by Chapter
99 of the Acts of 1922, as the same was repealed and re-enacted
by Chapter 113 of the Acts of Assembly of 1922, be and the same
is hereby repealed and re-enacted with amendments so as to
read as follows:

238. No person shall be City Register of said City unless
he be at the time of his election a citizen of the United States,
above the age of twenty-five years, a freeholder in the City
within the taxable limits thereof, actually residing therein for
three years next preceding his selection. The annual salary
of the person elected City Register shall be Twenty-
four Hundred Dollars, which sum shall be his total compen-
sation. He shall also be Collector of Taxes for said City, and
